‘SOSYAL Güvenlik Haftası’ sürerken Sosyal Güvenlik Kurumu’nun (SGK) güvencesi olmayan hamilelere ücretsiz muayene ve doğum uygulamasına son verdiği ortaya çıktı.
SGK tarafından yayınlanan 2008 Sağlık Uygulama Tebliği’nde (SUT) ‘Provizyon işlemleri’ başlığı altında, 2’nci maddenin A şıkkının 7’inci maddesinde hamileliğin başladığı tarihten itibaren tekil hamilelikte ilk 8 hafta, çoğul hamilelikte ise ilk 10 hafta sosyal güvencesi olmayan kadınların muayene ve doğum masraflarının SGK tarafından karşılanacağı belirtiliyordu.
Bu madde kapsamında herhangi bir sosyal güvencesi olmayan hamilelerin, tekil hamilelikte ilk iki ay, çoğul hamilelikte ilk 2.5 aylık muayeneleri ve tedavileri SGK tarafından karşılandı. Ayrıca doğum masrafları da ödendi.
Ancak bu uygulamanın bir süre önce iptal edildiğini ve bu tür vakaların faturalarının SGK tarafından ödenmemeye başladığı ortaya çıktı.
Adını açıklamak istemeyen bir hastane yetkilisi, sosyal güvencesi olmayan kadınların hamilelik durumunda muayene ve tedavi masraflarının SGK tarafından ödenmemesinin kendilerini de zor durumda bıraktığını söyleyerek şunları söyledi:
“Sosyal güvencesi olmayan hamilelere durum anlatılıyor, ödeyen kalıyor, ödeyemeyen gidiyor. Eğer doğum yapacaksa taahhütname alıp, taksitlendiriyoruz. Uygulama neden iptal edildi, bilmiyoruz.
